How is FuelEU GHG intensity calculated?
GHG intensity = Σ(fuel_mass × LCV × WtW_factor) / Σ(fuel_mass × LCV), expressed in gCO₂e/MJ. WtW factors from Annex II of Regulation 2023/1805 cover the entire fuel lifecycle — upstream production + combustion including CH₄ and N₂O (GWP100 = 25 for CH₄, 298 for N₂O).
What are the FuelEU intensity targets?
Baseline 91.16 gCO₂e/MJ. Target reductions: 2025 = 2% (limit 89.34), 2030 = 6% (85.69), 2035 = 14.5% (77.94), 2040 = 31% (62.90), 2045 = 62% (34.64), 2050 = 80% (18.23).
What is the FuelEU penalty?
€2,400 per tonne of VLSFO-equivalent fuel needed to reach compliance. Formula: Penalty = |Deficit_gCO₂e| × 2400 / (41,000 × 91.16). Typical 500-tonne VLSFO-eq deficit ≈ €1.2M.
